Courtney, Leonard Henry, statesman, was born at Penzance in 1832, and educated at St. John's College, Cambridge. He was second wrangler and first Smith's prizeman, and in 1858 was called to the bar, and elected to the chair of Political Economy at University College, London, in 1872. In 1875? he was returned as Liberal member for Liskeard, became Under-Secretary of State in 1880, Under-Secretary for the Colonies in 1881, and Financial Secretary to the Treasury in 1882, and in 1885 was returned for the south-east division of Cornwall He is a champion of women's rights and minority representation, and a Liberal Unionist. He was chairman of committees in the Parliaments of 1885 and 1886.
